In this matter, the following Hadith is used as evidence. The Prophet Muhammad (peace be upon him) had cupping (Hijamah) performed while he was in the state of Ihram.
The Messenger of Allah (peace be upon him) had cupping performed while he was in the state of Ihram.
Hadith:
أَبُو حَنِيفَةَ: عَنْ حَمَّادٍ، عَنْ سَعِيدِ بْنِ جُبَيْرٍ، عَنِ ابْنِ عَبَّاسٍ رَضِيَ اللَّهُ عَنْهُمَا: أَنَّ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ احْتَجَمَ وَهُوَ مُحْرِمٌ۔
Translation
"Hazrat Abdullah bin Abbas (RA) reported that the Prophet Muhammad (peace be upon him) had cupping performed while he was in the state of Ihram."
Sugar test in the state of ihram
All Islamic jurists agree that just as cupping does not affect fasting during the state of fasting, there is also no harm in having cupping performed while in the state of Ihram. However, if a person shaves his head because of pain or illness, then he must pay a fidyah (compensation).
In this regard, Allah Almighty says:
"And whoever among you is ill or has an ailment of the head must offer a compensation." (Surah Al-Baqarah)
If a person shaves his hair during Ihram due to a problem with his head, then he must pay fidyah. If he does not shave his hair, then no fidyah is required.

Permissibility of Checking Blood Sugar During Ihram
In the light of the above Hadith, it is clear that a person may check his blood sugar while in the state of Ihram. Likewise, if a person becomes ill, he may provide a blood sample for a medical blood test.

Note:
No fidyah or dam (sacrificial penalty) becomes obligatory because of a blood test of this nature.
